ICAO Committee Advances Sustainable Aviation with 31 Recommendations
Decarbonisation progress tracked with new reporting methodology

The International Civil Aviation Organisation (ICAO) has announced that its 13th Committee on Aviation Environmental Protection (CAEP) has made 31 recommendations to accelerate sustainable aviation.
The committee’s meeting, held from February 17 to 28, 2025, established a methodology for monitoring and reporting CO2 emissions reductions.
Key Outcomes
ICAO reports that the recommendations include:
- Global CO2 Monitoring: A methodology to monitor and report CO2 emissions reductions, aligning with ICAO’s long-term goal of net-zero carbon emissions.
- Stringent Standards: More stringent aircraft noise and CO2 emissions standards were proposed, driving manufacturers towards environmentally friendly designs.
- SAF Advancement: Progress was made on sustainable aviation fuels (SAF) certification, supporting the sector’s 2030 emissions reduction target.
- Comprehensive Scope: Recommendations also addressed non-CO2 emissions, climate adaptation, airports, operations, and CORSIA.

ICAO Council President Salvatore Sciacchitano emphasised the importance of the monitoring framework in translating net-zero commitments into actionable steps.
The recommendations will be reviewed by the ICAO Council and inform global policy at the 42nd ICAO Assembly in October 2025.
